This tutorial is written for those with a working knowledge of Paint Shop Pro. Remember: to apply your drop shadow as you proceed. I used h ad v - 3, opacity - 40, blur - 10
Tip: Many of the elements used in this were resized first by 40% and then by 60 to 70%. You may resize to your liking.

Open a 700 x700 imageFill with whiteNew layerPaste paper 13 as a new layerApply DBV mask 147, merge groupPaste paper 1 as a new layerApply DBV mask 144, merge groupel 38el 68el 29el 52el 67el 30el 34el 51el 25el 62el 8el 47el 15el 19el 7If you haven't, apply a drop shadow to all.Resize if you desire.Add artists copyright and your name.
